Microsoft Picture It! Photo 2002 NOT working?

Every time I try to open a picture using it, it shuts down. It was working just fine, but now wont at all. It is the only picture editing program that I use-

Here is what the screen looks like when I try to open something.

Does anyone have any idea why this is happening and how I can fix it?

If not, do any of you have a site or another program that is free that I can use to do my editing with? I also need something that will allow me to bulge, smear, erase and retract areas of a photo.

Update:

I did already try uninstalling, then re-installing-the problem is still there. I also tried running the misconfig and unchecking all of the services tabs to see if there is a program that is causing Picture It to not work. Nothing seems to help the problem.

Are there any free programs on the web that would allow me to do the things I listed above-bulging, erasing, smudging and shrinking areas of the image (not the ENTIRE image)?

    I would say it looks fubarred. Probably a bad setting or a corrupt file. Have you tried uninstalling Picture It and reinstalling it? Might fix the issue, if not try contacting Microsoft

    I'm not sure how to fix this error, as I have never used this program. However, I recommend using GIMP as your picture/photo editor. You can find GIMP at http://www.gimp.org/
