can credit/debit card be charged without actually swipping the card?
I am a merchant, a retail store, I would like to ask how can I charge a customer who ordered the item via phone when all I have is his/her debit card details.

I think you need to arrange with your bank partner MOTO set up which is typically used for Mail Order and Telephone Order using Credit Card as payment method.
Not all merchant can do this procedure because debit is cardless but will require stencil of the card (manual stencil) and sign off by the subscriber of the form upon delivery of goods. A form corresponding to agreement of the Card Holder to debit the account is also a requirement.

Well I've used my debit card online before so if you knew the numbers and I use to work at sonic and if the machine did not recognize the bar code we could enter the digits so yes. On our machine we had a ? button you would hit that and enter the numbers and month/year of exp

If you're a merchant, shouldn't you know this?? I'm a cashier and I know this stuff....
Credit card fraud maybe?
