Does anyone know how to use Virtualdub to process images (PNGs or Jpegs) into a cartoon?

being ultimately a video processing tool i don't think there is any way of taking still image files and turning them into a video.
you can however do the opposite with virtualdub to take a video clip and export it as an animated picture file.
