I can't create a PSN account?

it says that I need to update the Software but I was able to read at http://www.us.playstation.com/PS3/About/SystemUpdate,
that the 2.30 version is only for PS3's sold in North America and mine wasn't purchased in North America

If you can't update it in the "System Update" thing, then here's another way:

http://www.us.playstation.com/ps3/about/systemupdate/pc_update.html#update_PC

You can put it in your USB flash - download it in the official playstation site and then put it in your PS3 and UPDATE!
But, there are some things you need to do, add folders.
Just follow the steps and voila!
