Toyota EGR relate problem, insuffecient flow.?

2001 toyota camry with a 2.2 liter engine, automatic with A/C has a code set for P0401 insufficient egr flow. I have confirmed that the passage is clear and if the diaphram is retracted, the engine stumbles. Data tells me that possible causes are VSV= vacuum switching valve or the MAP= manifold absolute pressure valve. Cleared code and ran double trip format to see if it would come back and it does. This is a hard code and will cause the vehicle to fail smog. Toyota techs out there have any ideas, could use some help.

Update:

Egr and passage are clear, I believe that this is a control issue that supplies vacuum to the egr. Emissions technicians would know this one I would think.

    check all vacuum lines may be a vacuum leak . Sometimes very hard to track down

    Well i don't work at toyota but i work at honda and usually its the EGR valve that needs replaced. Honda 3.5 and 3.0 V-6's had common problems with the egr port getting clog and needing a kit to fix the problem which actually required you to drill out the egr passage in the intake manifold and install a new EGR valve. Just my ten cents without actually looking at it.
