I assume you mean the CIA. Walk in, University's , Military, all walks of life. Kites are general from the Military. The CIA gets assets from wherever they need them. The hitman/assain part is mostly from watching too much TV.

blackwater is a famous thin now a days.
usually if you worked for the military and the gov see's you were a decorated soldier/marine and they need a job done they will ask you.
