a concept is an idea.  

a construct is, well, constructed.  its made.  the idea of a construct is a concept, and a construct in psychology, and also sociology, is something that is made up by a society (doesn't mean its true or not true, but it is MADE by society).  for example, class, race, and other types of separations are social constructs, because they don't necessarily exist in the same ways in different societies (democracy here, class system elsewhere).  if its different across different situations, cultures, and societies, usually sociology calls it a social construct.  constructs can be rules, ideas, etc.
