Does an IT needs to be the local administrator of your computer?

I'm working as a civil engineer in this construction company's site office. Our admin hired a new IT recently and he formatted all the computers. What I didn't like is that I can't even change the wallpaper. I listed all the software I needed but he can't provide.

Any advice? Please don't mention privacy or something. I used this computer purely on my work.

I know my company well. It imposes its policy only in our main office, in site I don't think there's a need to do so. It is clear to me that the IT is applying his experience...but not in the right place. Now, it's been 3 days the IT hasn't attended to my system's problem since he's too busy.. and guess what makes him busy? Too many people came to him to fix their systems too. He caused all of these...that's why we called him IT-virus. Oh.. the company should have hired a high-level IT.

Update 2:

And by the way Jim, it seems none of the 4 reasons you give didn't apply. In fact, he's using free version of Avira antivirus and some cracked system utilities.

    Well, my advice is for you to read your company's policy about using computers at work. Since its not your property, you have no real right to change anything, not even the wallpaper if your company says you don't. First, check with your HR department and ask to see the written company policy regarding personal use of company computers.

    Secondly, an IT person is ALWAYS given full, absolute, dictatorial power in a company because your SMALL and unimportant issue of doing things your way might violate some security concern. The reason why your IT person reformatted everything is so that;

    1). They could correct operating system errors (they don't need to deal with it then, right?).

    2). Ensure all client computers operate the same way on the network

    3). Ensure all the client computers are appropriately and most recently updated

    4). The network system is secure and balanced.

    Your company may well regard any personal abilities to do anything other than WORK, an infringment of company time - they are not paying you to play games or screw with the wallpaper, they are paying you to do engineering work, right?

    That means, yes, the IT person should have full, absolute authority to run the network and all client computers just exactly as they see fit in order to ensure stability, reliability, reduction in cost of used parts and repair and to prevent the system from being tampered with, invaded by security violations or allow anyone to surreptitiously get into parts of the system which may contain proprietary company information, for which you are not privy to.

    I know this can be irritating, especially when you once had more control, but you have to let the Company make the decisions since it is their property, not yours. Your job is to do the work they are paying you to do and if you want to mess with computers, then do it on your own property. That is exactly how your boss is going to see it...and if I were your boss, that is what I would tell you.
