Truancy question for kids in high school?

My brother (he's 14) skipped 10 days and he went to court for it ... got a $180 fine.

If he wants to do community service ... does that mean he doesn't have to pay the fine? Is it reduced at all?

Update:

He's not required to do community service ... I'm just wondering if he asks to do it, would it remove the fine?

    No you have to do both to show your a good citizen

    It might reduce the amount he has to pay, but i think there would still be a fine.
