Is Obama lying or is he just very incompetent?

Question

Obama keeps saying he has no idea what the agencies are doing even though its his job to know. If hes telling the truth about fast and furious, Benghazi, IRS, AP/Fox/CBS... That means he needs to do a little less golfing with Tiger and partying with Justin Timberlake and Jay-Z.
