It was known up front that a small percentage of people would get worse deals as the vast majority got better insurance deals. This isolated incident is not a surprise.
If I was the guy I would also be asking my old insurance why they did not update the policy to reflect the new ACA regulations. It's not like it was suddenly thrown at them. They had almost 3 years to adjust.
From the sounds of the few details, the high premium he was paying and the high payout he was receiving, that what he had was a catastrophic plan which were common with people who had cancer or other long term care diagnosis and could not get any other kind of policy.

You can't be dropped. Not for pre-existing conditions, Not for being too expensive. If they sell insurance in your state, they have to accept you.
