It is a 'smart speaker' that has the Google Assistant built in. The Google Assistant is Google's equivalent to Siri (Apple), Cortana (Microsoft), Alexa (Amazon), Bixby (Samsung).
You need a smart device (Tablet, phone) to set up the Mini as well as a Wi-Fi connection. You download the Google Home app on your phone, and it connect to your Google Home Mini to set it up. Once it is setup, the speaker connects to your Wi-Fi. From there, you can ask it to do things such as playing music from your Spotify account and any other supported services. It can also answer questions like "What is the weather like?", etc.
