Bonneville Salt flats?  Other than that you got to inquire to drive on a race track. Alone. So you are renting the track. And your TIRES HAVE TO CONFORM to "high speed driving".  Not some cheap tires. And you would have to have insurance and sign away your life not holding the track responsible for your getting injured.

The reason you want to do it on a track is 2 fold.  No other traffic coming from the other way and no animals will be crossing the road...and generally the track is kept in better condition than any highway.  No frost heaves or pot holes or rock on road.

Yes it costs.  You are buying those benefits.

Or you can go to Germany and drive on the Autobahn.  Just as costly...& you will not be bringing your car.

My favorite way to enjoy a car and its handling is doing Solo II. While the speeds are limited the courses are challenging.

I would like to do an "Open Road Challenge" some time. These events allow running about as fast as any where provided the car and driver are "safe". Meaning the car has to pass a tech inspection and a driver has to compete enough to be qualified. There are several such events in the US.

Lastly if one has the money they can do "track days" at a lot of race courses in the US. Some cars have clubs that schedule track days for the make and model of cars for their members.

Las Vegas. Go rent a super car and learn to drive on a track.

Build a Sprint car and race dirt oval.

On the street one drunk running a stop sign will ruin you and your car.
