It depends... traveling from where to Puerto Rico?

If traveling from US to Puerto Rico, the flight is domestic and passport is not  required.  If traveling from  foreign country to Puerto Rico, then yes, a passport will be required.

If you're travelling from another part of the US, it's true. If you're travelling from any other country EXCEPT for the US, you will need a passport.

If you're a U.S. citizen, you don't need a passport for PR. PR is part of the U.S.

If you are not a U.S. citizen, you will require a passport and possibly a visa.

As an American, you do not need one. However, you are required to have other government identifying documents such as a drivers license. You will not require a passport to travel to Puerto Rico. ... If you are not American, you still will require a passport, but you probably already know that.
