Has any other president ever contravened international law by pardoning war criminals? ?

Blackwater mercenaries who opened fire into an Iraqi crowd killing 14 unarmed were convicted of war crimes.  Blackwater is owned by the brother of Trump's education secretary.  He pardoned war criminals.

    It's sickening, it'd be good if there was a way to void all these pardons that Trump's handing out.  His worshippers are incapable of seeing that there's anything dodgy about this, or even link these people's need for pardons with the possibility of them all being a bunch of criminals.  Hopefully the fact that he doesn't have the power to get people off the hook for anything other than federal crimes will allow them all to be jailed, Trump himself included.  As for those mercenaries, with any luck if they're ever in the Middle East again then they'll be forcibly detained and brought to court, Trump's pardons only work in America.
