Listening to the police radio for years. To check to see if any items listed stolen (especially cars). Should it done for bicycles too.?

It seems too easy. A thief goes into a store purchase a cable cutter. Goes out then cuts a cable lock on a bike then takes off.

Should the government up grade the penalty for vehicle thief?

    huh?  how does listening to the radio verify items were not stolen.  most people don't fence items in the same area they are stolen.

    The thief steals the cable cutter, he does not buy it.  Or rents it from the neighborhood supply house that traded it for some pot.
