Some people have it as either surname of a given name. Occurs in several countries outside the UK, mainly those with French speaking populations. Said to derive from the yellow broom flower, which the royal dynasty used as their emblem.

Yes, there are some French people who bear the name. It was originally a French nickname after all, taken from medieval "plante geneste" (which might have referred to a type of flower). So, it makes sense that it could have survived in France without the people who bear it necessarily being related to the British royals who bore the name.
