What country should I move to that's close to Philipines?

I'm looking for a place to move that is near the Philipines but it needs these:

One of the main languages need to be English

Taxes need to be cheap.

Medical needs to be good.

Relatively safe.

No load-shedding or slow wifi services.

Economic friendly.

Pardon for my English, not great at it yet.

English is taught in school from elementary through college
Taxes are cheap
Medical care is good in the cities
Its safe, I've been visiting there for almost 50 years without any incident 
Wifi in the cities is also fairly fast and reliable

Hi, you can try Singapore, Thailand or cities in Vietnam. Only some people in Vietnam speak English.

Singapore. But it's not cheap. Malaysia is cheap, and many people speak English, but it's not a main language.
