Will they finance a camper for my friend?

It's a used (2014) camper that sleeps six people. He on disability (Has back and hip problems) He is addicted to pain pills (takes them four times a day) He is getting back pay $2,000 to $3,000 every six months. He thinks the state will give him a check for $9,000. I told him he is dreaming about the 9G's He will be luck to get 2,000 back pay. His credit is not good. Because of unpaid bills that ended up going to a collection agency. He assume they will work with him.  Has only seen pics of the trailer. Has  not made an attempt to see the camper in person. He even asked me to be a co-signer so he can get the camper. I declined on it. He's forty nine years old. Still lives with his mother,  twenty-five year old son and his  nine year old boy.

Update:

He thinks he will get the camper this coming May. He'll make an excuse to tell me it was sold. In the past he had made stupid/ poor selections

    If he has been approved for disability, he will get back pay to the date of the application.

    Being addicted to pain pills is based on how much you take, not how often you take it.  If he takes a low dose multiple times a day, that is how he has figured out how to get the relief he needs.

    We don't know how much he will be getting per month in income, so there is no way to determine the possibility of him getting a loan.

    Sounds like you have as many issues as this guy!

    Very unlikely he will be able to get financing if he has bad credit and little to no income flow. Everything else in your post is irrelevant.

    Impossible without both steady income and moderate credit  He has neither Pain pills are not related they do not ask that or test for it
