If a black person at Buckingham palace had queried the color of skin of Meghan's baby (ie not dark enough) would there have been an outcry?

No. And here's the sad truth. We will never know the actual truth through the presentation of facts because the current socially accepted paradigm in the Western first world societies is to use critical theory and identity politics in order to empower only any person of a "victim" groups "lived experience" as being the "truth" that we need to listen to.
If it is a conservative voice, or a traditional institution, then even facts don't matter. There is no equality in this regard when it comes to critical theory, identity politics, Leftism, feminism, cultural Marxism, "woke" culture and the Establishment narrative as currently promoted by all mainstream media and social media outlets.
Meghan could just as easily be lying as a promotion boost in preparation for her Netflix career that she and Harriet signed onto recently. But even the monarchy was too afraid to outright deny her claims. Somewhere, an astute publicity manager told them NOT to do that, because the Establishment values today insist that denying a "person of colours" truth (even if it is a lie), is an unforgivable crime. Even if that "truth" is a lie that slanders the monarchy.
This is the sad part. We are not even talking about getting to the truth. It's all side stepping the issue in order not to be "cancelled" or virally slandered on social media. To be sure, there is a silent and growing majority that has no voice on our current Establishment platforms that will overtake the narrative at some point in the future. This nonsense cannot last forever.

Like mixed couples or couples involved mixed race people haven't always had nosy in-laws who ask dumb questions like this.

I attended the palace a few years ago for an investiture, and my parents have attended there three times. To the best of our recollection, there were many employees of colour.
And yes, I'm sure that if any black person had said such a thing, there would still be an investigation and an outcry.

It seems the Royal Family don't employ any non white people in their staff. Yes it doesn't matter what your skin colour is, if your mentioning it, then your racist. I don't care if your brown, black, white, yellow or pink, a skin colour isn't important, ever. Unless your orange, then your just a laughing stock.
