Which software is best for editing? ?

First thing is, what do you want to edit. Photos? Video? Audio?

Which software is required is based on what you want to edit. But you don’t mention what you want to edit? 

almost all free/freemium software's have the necessary editing tools.

there is nothing like THE BEST

when you get get good at one software and understand its full potential and limitations move on to the next.

To edit webpages, I use Notepad.

Editing what?  Photographs?  Text?  Videos?  Audio?

Editing WHAT??? There are dozens of different categories of things that could be edited...

eg.

For documents: Notepad, Wordpad, MS Word, Libreoffice Writer etc.

For images: Paint, Gimp, Photoshop.

For audio files: Audacity.

For video files: Hitfilm Express.

(And many others in each category, plus many other possible categories).
