Do Hyundais have that blinking anti-theft system?

I just bought a used 2019 Hyundai Elantra. The other cars I had before had this blinking anti-theft light on the dashboard that starts blinking once the car is locked. The light is usually blue or red. This Hyundai doesn't have that.

Could it be a bad fuse?

    My wife's 2016 Sonata does.

No, it's not a bad fuse.

    It's not 2008 anymore.

Get an owner's manual for your car and check where the anti-theft light is on the car.  Immobiizers are standard now on all Hyundais except maybe for the base models.
