Is pandering as bad as prejudice?

It's generally actually a form of prejudice as it assumes an entire group will react in identical fashion to a statement or action, often largely based on stereotype. I.e Politicians assuming that Latinx Americans want to be talked to in Spanish. Most of my Hispanic friends find this irritating. 

Pandering leads to prejudice.  Thus it exacerbates an issue that cannot be solved by government.
