No, it is not true. It always depends on the country and what relationship a country has with another country. And of course different individuals have different opinions, too.
The same is true with Latin American countries. I have read that people in Peru and Colombia have more positive opinions than people in Cuba and Chile.

I highly doubt that you've been to anywhere near as many countries as I have. I'm an Irishman, and I've been to the States many, many times. I don't have an unfavorable opinion of Americans at all. They're actually quite lovely people. Like many other people around the world, I'm completely at a loss to understand a lot of what the US government does and there are certainly things about American society and culture that I don't particularly like, but I don't have a problem with American people at all. They have been kind and gracious, friendly and welcoming to me and many of my countrymen, and we Irish will continue to hold Americans in high regard. Only a total and complete buffoon would form an opinion about a person or an entire group of people based on nothing besides citizenship; however, it's an established fact that there are plenty of imbeciles in this world. I was treated like a fecking king in America, so I'll continue to pay that back.

It sounds like you haven’t traveled much. If you had you would understand. Go to a nice European country and then come back here. The minute you step off the plane you’ll feel it. A large, dark cloud of oppressive funk will settle in
over your head and upper torso almost immediately. Your fight or flight mechanism will kick in shortly thereafter. But there’s nowhere to run. Unless you buy another ticket for the next flight out.

There are many bad things the US has done around the world. Nuclear testing on Bikini Atoll with no concern for the natives. Causing birth defects in Iraq from depleted Uranium. And don't forget what the soldiers did at Abu Ghraib. Currently sabotaging Nord Stream II so that we can sell our energy to Germany at a higher price. It's a long list. We go around the world twisting people's arms. That's why we don't have true allies. We buy friends with foreign aid. They take our money but they don't like us.

Trump and his white racist regime of incompetents reduced the U.S. to a laughingstock. In addition, schools in most of the world has been teaching factual world history that includes American jingoism and colonialism. Then, pile on U.S. "culture" (country music, Honey Boo Boo, worship of guns) and George W. Bush's Global War on Terrorism, which is really nothing more than a global war on people with brown skin who are muslims, and you have your answer.

Because of trump.
Before it was based on attitudes. Now trump has made the world hate us ten fold and will take many years to undo the damage he has done.

If you don't know why people in Latin America would have a negative opinion of the United States, you need to pick up a history book.
Any text covering Operation Condor or the United Fruit Company will suffice.
