How do I rate other answers when I am answering?
like if i am answering a question, and someone has answered previously, but their answer is wrong, can i rate it with a thumbs down some how?

You can't rate questions or answers until you get to level 2. You'll get to level 2 when you get 250 points. At that point, the thumbs up and down icons will no longer be greyed out, and you'll be able to use them to rate questions/answers.
As annoying as it may be that you're not allowed to rate yet, it prevents trolls from making dozens of accounts to rate answers and make good answers look bad, or give themself points (you get a point for receiving a thumbs up rating on your answer if the answer is chosen as best). Keep answering questions and you'll be at level 2 in no time.

you have to be at level 2 before you can vote...you need 250 points to get there......
