When a warrant is issued for a parolee who abscounded, do foreign nations know about it?

Not usually, but it can depend on the nature of the crime. The U.S. government can sometimes have orders sent through to other countries to have criminals extradicted back to the States. But that is very rare and expensive.
Although a parolee may have difficulty getting out of the country. That's the limit of what I know... A lawyer would know better and they can give advice in confidence.
