How to convert jpeg to pdf picture file?

You could easily open it in paint and hit Save As... and save as a Jpeg.

OR

You could download irfanview. It's a program that converts pictures from all sorts of formats to other formats.

Photoshop can edit jpeg files. its a professional raw graphics editor, so it def can handle a simple container such as jpegs. Also a pdf is not a file that photo shop can open up, just because Adobe developed the most popular pdf reader and it wrote Photoshop doesn't mean that photoshop can open up pdf's

Depending on how your scanner creates the PDF you may be able to double click the picture and click 'copy picture'. You are then free to 'paste' your picture in paint and then save it as a jpeg. If that doesn't work go back to the PDF file and make sure you can see the entire picture on the screen. Then press 'PrtScrn' (or similar) on your keyboard to take a screen-shot. Open paint and then paste (Ctrl+V). Use the select tool to select just the picture. Cut the selection by pressing (ctrl+X) and then make a new paint image. Paste (Ctrl+V) again and then save the result. Hope that helps

you don't have to convert jpeg to pdf file, adobe photoshop can edit jpeg picture.
