College Cost [In-state/Out of State]?

I'm most likely going to go to an out of state college. What I want to know is that if I buy a place to live out there will I be considered in the In-state pricing? My brother said he's not sure but that to be considered an in-state student I'd have to have lived there a year for residency. If that is the case would putting college off a year to claim residency harm or effect me in any way? I'm thinking of doing this because the two prices listed varies by $22,000.000 and is my first choice.

It is in Virginia by the way.

    First ck 2 see what your out of state college website info is on what is consider a res vs. non res.classification. Some will have 1 yr require others 2 plus. There are usually specific criteria other than having property. A parent living/working in the new state can usually give immediate instate rate ... There are special circumstances that will give u the classification. Don't be afraid to call and ask for specifics. If u can swing the out of state tuition for first yr, there is no reason 2 put off going 2 school. Some states working full time and going 2 school part time will give u instate tuition. Ck with fin aid, many schools offer subsidized scholarships for out of state students so go after any/all awards. Really be thorough with your school website, usually has ton of info and opportunities. Don't put off school, go for it and study hard. Scholarships, grants and other awards are rewarded to high achieving students. If there is a will there is a way.
