1991 Honda Accord cooling fan stays on all the time, Why?

When the engine is cold or hot, the fan is always running. Disconnect the relay and it turns off, can see a thermistor near the fan assembly and the cts is registering the correct temperature. Tried replacing the relay, no change. Any Honda techs out there that have dealt with this before? Could use some help.

    Probably you need to replace the fan thermostat switch. This not the same as the coolant temp sensor,
