Personal property stolen in the Navy? What can we do?

My fiance was stationed on a Naval base in Illinois about 2 years ago, and he was staying in the V.A. hospital for a couple weeks. While he was in there his laptop computer was stolen from him. His petty officers told him they would investigate, but they never did. He never heard anything about it again. Earlier tonight he was talking about how his computer got stolen and I got pretty angry about it. The people in charge at the Naval base easily could have searched everybody's belongings and found the computer, but they didn't even attempt to. Also, he shouldnt have had to worry about his belongings being stolen on a military base. Whoever stole it should have been punished severely for breaking a serious law on the property. We have been calling people at the base all night trying to find out if there's anything we can do to get the computer back, or be reimbursed for the computer, but the first two petty officers we talked to were very rude, and one of them even hung up on him. Then he called the police department on base, and the woman at the counter said she didn't know if there was anything they could do, but she told us to call back tomorrow.

I'm just wondering if anyone knows anyone we could talk to, or any course of action that could be taken to start an investigation, or just to be reimbursed? We are considering a lawsuit if they won't do anything to help, but we are seriously broke, and we honestly can't even afford that. I feel like this is really an injustice. My fiance was a victim of a crime on a military base and there were no consequences for the person who committed the crime. We would really appreciate any help.

Update:

To the people who are saying nothing can be done about it and seem to think that's ok-this was a FELONY. grand larceny. on a military base. by a member of the u.s. military. My fiance reported it to superiors, and it should have been taken care of immediately. but they didn't do anything. The base needs to be held accountable for that. this is NOT okay. also, i'm asking what i CAN do, not what i can't. i would really appreciate some real advice from people.

Update 2:

also, do you or do you not get in trouble for breaking other laws on the base? why should or would they let this one slide? if you did drugs on base, you would be in serious trouble, and that's a victimless crime. it makes no sense that the u.s. military would allow a law to be broken on their property by one of their servicemen. especially such a serious law.

i don't know if I can help, but i feel really bad that something like that could happen while your husband was serving our country.

does the military have any kind of insurance?

like homeowners insurance or college dorm insurance, only for the barracks? Check with your personal insurance too if you have it.

Sorry, I hope you work something out.

The first mistake was not reporting it to the base police immediately. Who are these petty officers? His supervisors?

Wait! This was two years ago? There is nothing that could be done now. There is no way for them to investigate a theft that occurred that long ago. I'm sorry. Furthermore, the military will not reimburse a military member for property that was stolen on base.

To the individual who said to ask if the military has insurance for the dorms... REALLY? Come on man. You've got to be kidding me. No, the military doesn't maintain insurance against theft of servicemember's personal property. LOL

Was it an injustice? Sure. Anything you can do about it? Nope.

It would be hard enough to track down if it were two months ago. Two years ago, on a Navy base? Forget about it. Trying to sue someone (who?!) in this case is not going to get you anywhere, and will only increase your loss. Do you know how much it costs to sue someone? You can't really drag the U.S. Government into small claims court, and they didn't steal your laptop anyway.

I know that's not what you want to hear, but it's just not going to happen.

Good luck with your money problems.
