Smithing perks, Skyrim question?

I thought I understood smithing, but I don't.

I got my smithing skill up to 100 & yet all I can make is hide, iron, studded and leather weapons/armour, and jewelery.

I read that the steel perk is the base perk and yet I can't even make steel weapons and armour?

Whut do I do? : <

    Go to your skills menu, Smithing, then pick whatever you need. You use skill points to unlock whatever you need to make.

    You need all the materials, else you cant make it, and you need to put perk points into those perks called Dwarven, Steel etc etc.
