Problems with GTA IV on HP laptop?

So I got a new laptop the other day and installed GTA IV on it. The people at the computer store said this laptop (HP Pavilion) was more than capable of running most games smoothly (1TB hard drive, 4GB RAM, AMD elite quad core, Radeon 1GB dual graphics, Windows 8, etc.). I installed GTA IV which ran smoothly on my old laptop, which wasn't nearly as advanced as this one (it had 640GB hard drive, 520MB graphics, Windows 7). Anyway, when I don't sign in to Windows Live upon launch of the game, it runs a little slow for about 30 seconds or so, then runs smoothly from then on. If I do sign in to Windows Live, however, and I ask it to sign me in automatically every time, the game freezes at a blank screen with the Windows Live bar at the top and the game theme music still playing. I have to restart my computer every time because Task Manager doesn't appear when I tell it to. Anyone know how to fix this?

    Microsoft has done it, in Win8 there is no support of Games for Windows Live (by default). So the users found some work arrounds, but sometimes not all of them work in most cases.

    This is the part of Windows 8 that I don't understands sometimes, but sometimes the problems will be fix when you do some Windows Updates, or do some google and I think they will say it will require to install Visual C++ Redistributable 20.. something. or something got to do with NetFramework idk. I have Windows 8 and I update it to the latest, and GTA IV works fine!
