What pet is best for my kids?
I have a 16 year old, an 11 year old, and one on the way. During quarantine they are getting really bored. I want to get them a small animal like a mouse or a rat or a Guinea pig. We have 3 cats but they are not allowed in the kids rooms. I want to keep the animal free roam as much as possible but in a cage at night. What do you think is best?

Rats, mice, and guinea pigs are not good animals to free roam all day. Maybe a dwarf rabbit.
BTW Rats do make really nice pets. Mice are okay but their urine smells really strong. Guinea pigs are skittish, and you have to be sure they don't fall. They are fragile that way. The same is even more true of hamsters.
I advise that, whatever pet you get, insist on handling it before you buy it. Otherwise you might get a pet with a bad temperament.

What's wrong with the cats? Are they just older, or are the kids not noticing? Also rodents are not good free roaming pets.

It's best not to allow a rodent to roam freely in a room when there are cats present. What will likely happen, is someone is going to forget to shut the door and there goes the pet. But you already know this.

What is wrong with the 3 cats that the kids don't take interest in playing with those pets?

Animals are not meant to cure child boredom. That's your job.
Do not get an animal your cats want to eat.
