NYC hotel with open bar? ?

No hotel offers free bar service in NYC. Few hotels offer that anywhere. The few who do, you pay for that service as a part of your stay price.

Free and NYC don't mix.  The big hotels have bars, and with COVID restrictions loosening are again serving, but you pay.  Hotel rooms often have small bars inside, but again you pay.

What is an all inclusive bar? Most of the big hotels have full service bars.

No, not where the hotel did. They have some open bars at parties hosted at hotels when the party rooms are rented.

No, I've never heard of anything like this in NYC. 

There are few all inclusive properties in the US. 

You won't find one in NYC.
