Layover at Mactan-Cebu Int'l Airport?

This is a newbie question because I haven't done this before.

I am a Filipino. I am travelling from Kalibo to Manila via Cebu. I will be arriving at 1PM in Mactan-Cebu from Kalibo. My connecting flight will not be until after 5 hours.

Can I leave the airport? I plan to be productive and use the long hours to visit Cebu, Magellan's Cross and grab some tasty lechon among others.

    They are working on the bridge going from Mactan to Cebu so the crossing will take at LEAST 1 hour each way.You need to be in the waiting area at least 1 hour early. Plus getting out of the airport to find a taxi 30 min. that totals 3 1/2 hours MIN.

    I would not try it myself. You can take your chances but I think it would be a mistake
