If you can spend little more - Go a dinner cruise in Dubai creek, Go a cruise in Dubai Marina & Palm Islands, Visit Dubai dolphinarium and play with the dolphins, experience 5D & 7D movies in the same place
With more money – Sky dive, Go in a hot air balloon, Visit 7 Star Burj Al Arab

The best is not going to be the cheapest. And nothing is cheap in Dubai. I suggest you figure out what you most want to see and do and then see if you can make that work with your budget.

The best and cheapest itinerary does not go together. You find an itinerary you like, pay the price or don't go.
